@frank.mp4 Vehicle Special Abilities, install it and there will be a settings ini file, open it with notepad, at the begining will be an setting like this "UP/DOWN_LIGHTS=[Count of cars with PopUp Lights]"
By default there will be 1 (Because ZR-350 is one of them), you have to modify that number everytime you install or uninstall a vehicle with PopUp lights, now scroll down and search section of these settings.
"[UP/DOWN_LIGHTS] ; Default: ZR 350" you have to put or delete the ID of the car that you are replacing or adding (In case that you are installing without replacing), don't delete "477" (If you are uninstalling a car of that type delete the settings that you made in this file because sometimes crash when you spawn the vehicle that you uninstalled).
And also recomend use this mod in conjuction with VehFuncs :3

I am cut off GTASA modding
.... the only thing that can bring me back to installing mods is an RWD P30 or some IVF adapted LMP1 that is rare or prototype... which no one wants to do apperantly.... I sent this idea some other famus mod creators, some of them denied, but some o them said that they will do it but never actually gave a dim to is I guess.... can you ask your other modder friends or can you do it?
