Conversion from GTA SA to GTA IV by UlikDodikov (that's me)
Installation:
Open OpenIV, open the archive componentpeds.img located at the path GTAIV\pc\models\cdimages, drag and drop the files f_y_street_12.wdd and f_y_street_12.wft from this zip archive into OpenIV. (don't forget to enable edit mode before dragging)
Then go to the textures folder of this archive, go to the folder with the desired texture (normal, happy, shock), and replace the file f_y_street_12.wtd in componentpeds.img
NOTE: Don't forget to backup the img archive before installing!

What exactly to do for SA? The original mod is just for GTA SA, the link to it is in the description. Or I did not understand something from your comment. About GTA V I agree, such a mod I have not seen.
