To encounter the VCN Maverick (helicopter), your wanted level must be 4 or above. Any cheat is fine!
The helicopter will always follow you. (like camera & reporting on the suspect... :D)

Don't worry, it will be just like the Police Chopper. You can use the minigun or the rocket launcher to destroy it.
