Instructions:

open your "Default.ide" inside "data" folder of your GTA VC;
from
236, vicechee, vicechee, car, CHEETAH, CHEETAH, null, ignore, 7, 7, 0, 250, 0.7
change this to:
236, vicechee, vicechee, car, CHEETAH, VCPDCHE, null, normal, 7, 7, 0, 250, 0.7
backup your "american.gxt" saved at the "TEXT" folder of your GTA Vice City.
and
copy the "american.gxt" file to "text" folder of your GTA Vice City

This mod is obsolete.
Please use this mod by Austin 316 instead:

he made further fixes and missing lines, according to him, and I didn't personally tested this, because the SSD of my PC encountered some issues. ;)

I just want to know. How did you do that the VCPD Cheetah shows the correct name? I mean what GXT Editor did you use to do that?

for those who experienced "Unhandled exception" error after loading your save game, do the following instructions:
right-click the "This PC" on your desktop and
select "Properties", click the "advanced system settings"
and on the "Advanced" tab you see the "Performance"
click "Settings" and go to "Data Execution Prevention"
and select the directory of gta vc folder, add the "gta-vc.exe" to "Turn on DEP for all programs and services except those I select"

make sure you take ownership of your GTA VC folder :)
and also add "gta-vc.exe" to Data Execution Prevention.
