This mod will add 2 unused peds (VHFYST and LVPDM1) and that is maximum because adding more will crash the game:
42, VHFYST, VHFYST, CIVFEMALE, STAT_STREET_GIRL, woman, 1983, 1, null, 6, 1, PED_TYPE_GEN, VOICE_GEN_HFYST, VOICE_GEN_HFYST
273, LVPDM1, LVPDM1, COP, STAT_COP, swat, 1FFF, 0, null, 9,9, PED_TYPE_EMG,VOICE_EMG_MCOP1 ,VOICE_EMG_MCOP6
And this is for unused voice of Indian man IMYST:
7, male01, male01, CIVMALE, STAT_SENSIBLE_GUY, man, 0, 0, man, 1,4, PED_TYPE_GEN, VOICE_GEN_IMYST, VOICE_GEN_IMYST
DO NOT RE-UPLOAD TO ANY WEBSITE AND DO NOT MAKE YOUTUBE VIDEOS WITHOUT MY PERMISSION!

@V4LL3Y thx, there are even more of them but without limit adjusters you can add only 2 more unused peds.
