The tool is there for you during the editing handling.dat easier.
It's compatible with the latest Version of GTA IV 1.0.4.0.
It supports also four different languages like german, spanish, italian and russian.
I translated it with google so sorry if there are some misstakes.
For all XP users:
If an error pops up, like uxtheme.dll is damaged. You will need this:

U a*****e, Y didnt u say that the damn thing overwrites the existing handling.dat!!! U piece of s***! Thats f*****g retard, Make it 2 just modify the existing one..GEEzUZ!

the programm have a big fail, DDL Ux theme.dll was not found.

This doesnt work for me. It says that it cant read the "dwmapi.dll". And when i continued it says "cant draw on glass".
