CHANGES:
1: Changed Aerodynamic Efficiency of every car to 0.1
2: Changed "Tg" or Number of Gears of every car from 5-10 to 1.
3: Acceleration Power or "Tf" increased by 10x (Tf of 0.15 becomes 1.50 in this mod).
4: Changed "Tb" or breaking power from 0.50-0.65 to 0.01.
5: Added the Max Peds and Vehicles Mod. I DON'T OWN THAT MOD, CREDIT GOES TO THAT PERSON.
TO SEE THE FULL POWER OF THE MOD, I HIGHLY RECOMMEND GOING ON HIGHWAYS, LIKE THE ONE NEAR THE NIKO'S MIDDLE PARK EAST SAFEHOUSE OR THE END OF THE PLUMBERS SKYWAY IN THE NORMANDY AND ALDERNEY CITY BORDER.

NEW UPDATE:
1: Decreased the "Tbb" or m_fBrakeBias to 0.01, DRAMATICALLY decreasing the brake power, meaning that even if you try to follow traffic rules, accidents will still occur, more commonly.
2: Increased the maximum numbers in popcycle.dat

@Mr_TommyGun First of all, install BOTH the popcycle.dat and handling.dat in GTAIV\common\data. VERY SORRY FOR NOT INCLUDING THE TXT FILE

How do you install this? There is no txt file with it. Do I need to use OPENIV?
