Just move the 7z file to your mvl\vehicles folder

Zera's Vehicle Spawner can't spawn the MVL Vehicle if you installed mvl for vice city just press ALT+2 to choose the vehicle and press ALT+3 to spwan it

And then I used 3D Analyzer. Successfully changed to windowed mode, but doesn't have 'menu' at the top.

I advise to you, use Zera's Vehicle Spawner + Mission Loader because you don't need change to windowed mode
